 rances and detentions in Syria and the shortcomings and challenges associa
 ted with them\, and to propose new mechanisms to confront this urgent cala
 mity in order to get the detainees released from custody\, to find informa
 tion on missing persons\, to provide families access to the truth\, and to
  set up avenues for accountability and justice.
