SUMMARY:International Models for Governing Gaza
DESCRIPTION:ONLINE\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nVarious proposals a
 re circulating for the "day after" in Gaza\, many of which envision interi
 m international arrangements to assist with the rehabilitation. Internatio
 nal transitional authorities have been established in the past for the adm
 inistration of war-torn territories\, notably the United Nations administr
 ations of Kosovo and East Timor\, and the High Representative’s administ
 ration of Bosnia and Herzegovina.\n\nIs an international transitional auth
 ority a viable and attractive option for Gaza? What would its mandate be? 
 Would the mission have a defined political horizon (such as Palestinian st
 atehood)? What do the historical parallels tell us? What would be the role
  of the United Nations and regional parties in such an arrangement? How wo
 uld the cooperation of the immediately affected parties—Israelis and Pal
 estinians—be achieved?\n\nJoin Paul Dziatkowiec as he moderates an exper
 t panel discussion to explore these issues and others concerning the futur
 e of governance in Gaza.\n\nThis event is co-organized by the Middle East 
 Program of the Carnegie Endowment for International Peace and Oxford Unive
 rsity.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMona A
 li Khalil\n\n\n\n\n\n\n\nMona Ali Khalil is an affiliate of the Harvard La
 w School Program on International Law and Armed Conflict. Ms. Khalil is an
  internationally respected public international lawyer with thirty years o
 f United Nations and other international legal and diplomatic experience. 
 She obtained an AB in government and an AM in Middle East studies from Har
 vard University in 1988 and an MS in foreign service and a JD from Georget
 own University in 1992.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\
 n\nLimor Yehuda\n\n\n\n\n\n\n\nLimor Yehuda is a senior research fellow a
 nd leader of the Partnership-Based Israeli-Palestinian Peace project at th
 e Van Leer Jerusalem Institute She lectures on transitional justice\, dive
 rsity\, and multiculturalism at the Hebrew University Faculty of Law and i
 s the cochair of the executive board of A Land for All (Two States\, On
 e Homeland).\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nAmr Hamz
 awy\n\n\n\n\n\n\n\nAmr Hamzawy is a senior fellow and the director of the 
 Carnegie Middle East Program. His research and writings focus on governanc
 e in the Middle East and North Africa\, social vulnerability\, and the dif
 ferent roles of governments and civil societies in the region.\n\n\n\n\n\n
 \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRichard Caplan\n\n\n\n\n\n\n\nRi
 chard Caplan is a professor of international relations at Oxford Universi
 ty. His principal research interests are concerned with international orga
 nizations and conflict management\, with a particular focus on peacekeepin
 g and post-conflict peace- and state-building.\n\n\n\n\n\n\n\n\n\n\n\n\n\n
 \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMODERATOR\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\
 n\n\n\n\n\n\n\n\n\n\n\nPaul Dziatkowiec\n\n\n\n\n\n\nPaul Dziatkowiec is t
 he director of mediation and peace support at the Geneva Centre for Securi
 ty Policy. He has also held roles in the Australian diplomatic service and
  at the Centre for Humanitarian Dialogue\, where he was involved in mediat
 ion efforts in a number of different conflict settings.\n\n\n\n\n\n\n\n\n\
