Dear Friends and Colleagues,

After over a year of indiscriminate shelling and airstrikes across greater Tripoli, warlord Khalifa Haftar’s militias have finally been forced to retreat from Libya’s western region by forces loyal to the Government of National Accord. But what would have otherwise been a joyous return for internally displaced families has been marred by a disturbing series of human rights violations that continue to endanger Libyan civilians.

Over the course of the retreat of Haftar’s forces, they have planted tens of landmines and explosives in civilian homes and belongings in southern Tripoli and Sirte. The devices, most likely set by operatives from the Russian Wagner Group, are designed to explode in proximity to or contact with a person. To date, they have led to the deaths of over 30 civilians.

In Tarhouna, meanwhile, the retreat of Haftar’s forces has led to the discovery of eleven mass graves consisting of around three hundred corpses, many of them bodies of women and children. Evidence suggests that those killed were political opponents and their families who were summarily executed by Haftar’s militias.
