 ter the Israeli military has taken even more territory in Gaza\, the popul
 ation continues to struggle in dire conditions as reconstruction has not s
 tarted\, and the elements of the Board of Peace plan\, which include inter
 national forces and a new local administration\, have yet to be implemente
 d.\nArab Center Washington DC convenes this panel discussion to assess whe
 re the Board of Peace plan stands\, what has been implemented and what has
  not\, what are the obstacles that stand in the way\, and whether the plan
  has any chance of success while continuing to set aside the basic rights 
 and needs of Palestinians.
